Black Saturday changed the rules forever.
Cockatoo was directly impacted by the 2009 Black Saturday bushfires (Beaconsfield Upper / Cockatoo fire complex). Post-2009, the entire town was reassigned BAL ratings under the new AS 3959-2009 standard. Most Cockatoo blocks sit at BAL-12.5 to BAL-29; north-facing slopes near remnant forest get BAL-40 or BAL-FZ. Every new deck must meet the rating at council certification.
What BAL spec looks like in practice.
- BAL-12.5: Treated pine deck OK, with Class 1 (non-combustible) underdecking sheeting and tight ember-mesh skirts. Standard merbau OK above 400mm height.
- BAL-19: Hardwood decking (class 2 or 3) with no gaps >5mm. Class 1 underdecking. Bal-rated fasteners.
- BAL-29: Hardwood deck with no gaps >5mm + non-combustible substructure (steel C-section or fire-treated LVL). Plus 1m ember-protection apron around perimeter.
- BAL-40 / FZ: Hardwood-only above non-combustible substructure with ember-mesh perimeter and fire-rated wall construction at the deck-house interface. Composite generally not approved.

BMO properties require an AS 3959 sign-off from a private building surveyor accredited for BAL work. Council won’t issue an occupancy permit without it. We work with two Cardinia-area surveyors regularly and stage the inspection at the right point so it doesn’t block the project.
