Growth-corridor zone (Pakenham, Officer, Cardinia Lakes, Lakeside, Pakenham East, Beaconsfield): young families, new builds, smaller blocks 350–800m², composite decking + modern alfresco. Standard Class M clay engineering.
Hills zone (Cockatoo, Emerald, Beaconsfield Upper, Pakenham Upper, Gembrook): rural-residential acreage 1,000m²–5+ha, BMO bushfire overlay, BAL ratings 12.5–FZ. Hardwood decks, larger verandas, AS 3959 compliance mandatory. Building surveyor sign-off required before occupancy.
Permit thresholds.
- No permit: Under 20m² AND under 800mm height (most residential zones, not BMO/HO).
- Building permit: Anything over 20m² or 800mm height. Surveyor + permit ~$1,500–$3,000.
- BMO compliance: All hills suburbs — AS 3959 BAL spec mandatory regardless of deck size.
- Heritage Overlay: Beaconsfield Upper, parts of Gembrook — design impact statement required.
